Property & vehicles
Non-filers pay sharply higher withholding tax when buying or selling property and registering vehicles — often double the filer rate.
Banking & savings
Higher tax is deducted on cash withdrawals and on profit from savings accounts and certificates if you’re not on the ATL.
The ~7-day lag
After you file, expect about a week before you show up as a filer. The ATL is refreshed periodically, not instantly.

Frequently asked questions
- What is the ATL (Active Taxpayer List)?
- The Active Taxpayer List is the FBR’s register of people who have filed their income tax return for the relevant year on time. Being on the ATL — a “filer” — gives you lower withholding tax rates on many transactions.
- Can Filer.pk check my ATL status?
- No. The FBR does not provide a public API for ATL status, so no third party can reliably check it for you. We help you format your CNIC and point you to FBR’s own online check and SMS service.
- How do I check my ATL status by SMS?
- Send a text in the format ‘ATL 1234512345671’ (the word ATL, a space, then your 13-digit CNIC with no dashes) to 9966. The FBR replies with your active/inactive status.
- I just filed — why am I not on the ATL yet?
- There is usually a lag of about a week between filing and appearing on the ATL, as the list is updated periodically. If you filed late, you may also need to pay a surcharge to be added.
- What does it cost to be a non-filer?
- Non-filers pay higher withholding tax on property purchases and sales, vehicle registration and token tax, bank withdrawals and profit on savings, and more. Over a year these surcharges add up to far more than the cost of filing.
