How to Become a Filer & Get an NTN
Becoming a filer starts with one free, one-time registration. Here's exactly how to get your NTN and onto the Active Taxpayer List.
“How do I become a filer?” is one of the most common tax questions in Pakistan — and the answer is simpler than most people expect. There are really two steps: register with the FBR to get your NTN, then file your first return. This guide covers the registration step in plain language so you can do it without stress.
NTN vs filer — what's the difference?
People mix these up constantly, so let's be precise:
- NTN (National Tax Number) is your registration with the FBR. For individuals, your CNIC number is your NTN — registering simply activates it in the system. Having an NTN means you're registered.
- Filer means you're on the Active Taxpayer List (ATL), which happens when you file your return. Having an NTN alone does not make you a filer.
So the order is: register (get NTN) → file your return → appear on the ATL → you're a filer. You can confirm the final step with our free ATL status checker.

What you need to register
- Your CNIC
- A mobile number registered in your own name (for OTP verification)
- A working email address
- Your employer's details (if salaried) or business details (if self-employed)
- A bank account number in your name
Step by step: getting registered
1. Create your IRIS account
Go to the FBR's IRIS portal and start the registration for a new individual. You'll enter your CNIC, mobile, and email.
2. Verify with OTP
The FBR sends one-time passwords (OTPs) to your registered mobile and email. Enter them to verify you control those contacts. (Overseas? See our overseas guide for keeping OTP working from abroad.)
3. Complete your profile
Fill in your basic details — address, employer or business, and bank account. This is the information that activates your NTN.
4. Get your login and you're registered
Once submitted, you'll receive your IRIS login. At this point you have an NTN and you're registered — but remember, you're not yet a filer.
5. File your return to become a filer

How long does it take to appear on the ATL?
After you file, it usually takes a short while for the ATL to update. The list is refreshed by the FBR — once your name is on it, you're officially a filer. Verify with the ATL status checker. And mind the filing deadline: filing on time is what keeps your status active without a restoration surcharge.

- “Is registration free?” Yes, registering for an NTN with the FBR is free.
- “Will registering create a tax bill?” Registering doesn't create tax — your actual liability depends on your income, and you may owe nothing if you're below the threshold.

- For individuals, yes — your CNIC number serves as your National Tax Number (NTN). Registering with the FBR activates it in the system.
- Does having an NTN make me a filer?
- No. An NTN means you are registered. You become a filer only after you file your return and your name appears on the Active Taxpayer List (ATL).
- Is NTN registration free?
- Yes. Registering for an NTN with the FBR is free. Registering also does not by itself create a tax bill — your liability depends on your income.
- How long until I show up as a filer?
- After you file your return, it takes a short while for the FBR to update the Active Taxpayer List. You can confirm your status anytime on FBR's own ATL verification page or by texting your CNIC to 9966 — our ATL status page helps you do this the official way.
